The intent of this amendment is to eliminate “geographic preference” for the state hosting the convention and reward states who have worked to increase membership with increased representation at the National Conventions. It provides for not only assigning delegates to states proportional to membership, but also protects states which are far away from the convention by letting each delegation vote its full strength regardless of how many members from that state attend. This amendment was proposed by RLC of Texas State Chairman Jeffrey Larson.
